Why the birth time matters here and nowhere else

Sun signs need only a date. Moon signs usually need only a date. The ascendant is different in kind: it is set by the Earth's rotation, not by a planet's orbit. All twelve signs pass the eastern horizon in a single day, which means the ascendant moves about one degree every four minutes and changes sign roughly every two hours.

That is why this calculator asks for a city rather than a country, and why it shows you the UTC offset it is using instead of quietly assuming one. If the result lands within a degree of a sign boundary, it says so — an uncertain answer stated plainly is worth more than a confident one that is wrong.

Why do I need my exact birth time?

Because the ascendant is tied to the rotation of the Earth rather than to the movement of a planet. Twenty minutes of error can move it into the neighbouring sign; a guessed time gives a guessed answer.

Why does the calculator ask for my city?

The ascendant depends on where the horizon was, which means both your latitude and your longitude. Two people born at the same instant in Madrid and Manila have different rising signs. The city also fixes the time zone needed to convert your birth time to universal time.

What if my country used daylight saving that day?

Then the clock time on your birth certificate is an hour ahead of standard time, and an uncorrected hour moves the ascendant by about half a sign. The form shows the city's standard UTC offset and lets you both tick a daylight-saving box and set the offset directly, because historic rules have changed in most countries and no single stored value is right for every year.
